APC Release Guidelines for Plateau State 2021 LG Polls

Following the announcement by the Plateau State Independent Electoral Commission (PLASIEC) to conduct Local Government Polls in October, 2021 across the 17 LGAs and 325 Wards of the State, the ruling Party in the State, APC has released guidelines for the conduct of its Primaries.

The statement containing the guidelines and made available to this medium was jointly signed by Hon. (Barr.) Chrysanthus T. Ahmadu the Committee Chairman and Hon. Bashir Musa Sati the Committee Secretary.

THE 2021 LOCAL GOVERNMENT
ELECTION GUIDELINES

The following Guidelines, which are in conformity with the provisions of the Constitution of the All Progressives Congress (APC), are for the 2021 Local Government Elections in Plateau State. These are pursuant to the election notice published by the Plateau State Independent Electoral Commission (PLASIEC) in May, 2021.

  1. NOMINATION OF COUNCILLORSHIP CANDIDATES
    (a) Councillorship Candidates shall be nominated by CONSENSUS whereby relevant Stakeholders shall present the names of three (3) Aspirants two (2) males and one (1) female. Where this is not practicable, more names shall be nominated for consideration by the Leadership of the Party in the State. In an event that CONSENSUS fails, Councillorship candidates shall emerge through DIRECT PRIMARIES, with all registered members of the Party voting, and the aspirant with the highest number of votes shall be declared winner.
  2. NOMINATION OF CHAIRMANSHIP CANDIDATES (BY CONSENSUS OR DIRECT PRIMARIES)

(a) Chairman Candidates shall be nominated by CONSENSUS whereby relevant Stakeholders shall present three (3) names – two (2) males and one (1) female. Where this is not practicable, more names shall be nominated for consideration by the Leadership of the Party in the State. In an event that consensus fails, Chairmanship Candidates shall emerge through DIRECT PRIMARIES, with all registered members of the Party voting, and the aspirant with the highest number of votes shall be declared winner.

  1. DATE FOR THE PRIMARIES AND SCHEDULE OF ACTIVITIES

The Councillorship and Chairmanship shall report to the Party Secretariat at Ewarewah Complex, No. 103 Yakubu Gowom Way, Opposite NASCO Pack, Jos for:

(i) Saturday, 12th June, 2021 from 8:00 am to 3:00 pm for Screening.

(ii) Sunday, 13th June, 2021 from 8:00 am to 3:00 pm for publication of Result of Screening.

(iii) Monday, 14th June, 2021 from 8:00 am to 3:00 pm for Consensus at the 17 Local Government Areas where possible.

(iv) Tuesday, 15th June, 2021 from 8:00 am to 3:00 pm for Appeal on the general conduct of the Consensus (if any).

(v) Wednesday, 16th June, 2021 from 8:00 am to 3:00 pm for Primaries at the 17 Local Government Areas where consensus fail.

(vi) Thursday, 17th June, 2021 from 8:00 am to 3:00 pm Submission of list of Candidates/ purchase of PLASIEC FORM.

  1. METHOD OF VOTING
    (a) Voting at the Primaries shall be SECRET BALLOT at the election Venue designated by the Party, and collation of votes shall be done at the Venue.

(b) New Registration Slip shall be used for the Party Primaries.

(c) The Plateau State Independent Electoral Commission (PLASIEC) shall, in line with its mandate, observe and monitor all the Party’s Primaries, towards ensuring compliance with the relevant electoral law.

  1. REQUIREMENTS
    Eligibility for seeking those positions on the Party’s platform shall, in conformity with the requirements prescribed by the Constitution of the Federal Republic of Nigeria, be based on the following whereby an Aspirant must be:

(a) Nigerian Citizens

(b) Educated up to at least School Certificate level or its equivalents

(c) Those seeking COUNCILLORSHIP position must have attained the age of 25 years and above, whereas aspirants for CHAIRMANSHIP position must have attained the age of 30 years and above.

(d) Aspirants are required to attach photocopies of the following to their duly completed Forms:
(i) Curriculum Vitae (CV)
(ii) National Identity Card, Voter’s Card, Driver’s Licence or their Equivalents for proper identification
(iii) Birth Certificate or Declaration of Age
(iv) Evidence of 3 years Valid Tax Clearance Certificates
(v) Only Aspirant that have been screened and cleared can be eligible for the Primaries.

  1. EXPRESSION OF INTEREST AND NOMINATION FORMS
    (a) All aspirants are expected to purchase their expression of Interest and Nomination Forms at the Party’s State Headquarters at No. 103, Yakubu Gowom Way, Ewarewah Complex Opposite NASCO Pack, Jos, upon submission of evidence of payment into the Party’s Account (United Bank for Africa – UBA, Account No. 1018395241) from Friday, 4th June, 2021 from 8:00 am to 4:00 pm daily.

(b) Upon payment of the Prescribed Fees, Aspirants should ensure that they collect:
(i) Duly Stamped Bank Teller, and
(ii) Payment Advice Slip.

(c) Aspirants should note that Forms obtained through due process shall be recognized by the Screening Committee.

  1. PRESCRIBED FEES
    (a) Councillorship
    (i) Expression of Interest Form – N100,000.00
    (ii) Nomination Form – N300,000.00

(b) All Physically Challenged and Female Aspirants for Councillorship
(i) Expression of Interest Form – N50,000.00
(ii) Nomination Form – N150,000.00

(c) Chairmanship
(i) Expression of Interest Form – N200,000.00
(ii) Nomination Form – N500,000.00

(d) All Physically Challenged and Female Aspirants for Chairmanship
(iii) Expression of Interest Form – N100,000.00
(iv) Nomination Form – N250,000.00
