Rep. Simon Mwadkwon Introduces Bill Seeking to Amend Fiscal Responsibility Act

In furtherance to his effort and commitment to ensure that the third-tier of government (Local Government) enjoys full and uninterrupted democracy, the Member representing Barkin Ladi/Riyom Federal Constituency, Rep. Simon Mwadkwon Ph.D has presented a Bill for an Act to Amend the Fiscal Responsibility Act, Cap. F40, Laws of the Federal Republic of Nigeria, 2004.

The Bill seeks to amend the existing Fiscal Responsibility Act and make it mandatory for State to democratically elect Local Government Council Officials before such State can access funds from the Capital Market and make provisions for punishment of offences in the Bill and for related Matters.

The Bill with No. HB. 63 if passed into law will have significant impact on Local Government administration without undue pressure and interference by any other tier of government.

It will also bring an end to the issue of Caretaker Committee Chairmen at the Local Government level by ensuring that people at the grassroot choose their Ward Councillors and Chairmen instead of the unconstitutional appointments being done by some State Governors who exert undue influence on the Local Government Council.

Speaking shortly at the end of the plenary on Tuesday 16th March 2021, Dr. Mwadkwon said the Bill will benefit the entire Country and address some critical issues bedeviling the growth, development and prosperity of Local Government Areas in the Country.

The Bill was captured as a “CONSOLIDATION BILL”

A consolidation Bill is a bill introduced into the Parliament of a State, with the intention of consolidating several Acts of Parliament or Statutory Instruments into a single Act. Such bills simplify the statute book without significantly changing the state of the law, and are subject to an expedited Parliamentary procedure.

Rep. Simon Mwadkwon was the elected Chairman of Riyom Local Government Council, Plateau State between 2009-2011 when he resigned to contest for the Federal House of Representatives Seat which he won and served in the 7th National Assembly.
He is passionate about the development and prosperity of the third-tier of government.
