GAGDI’S BILL FOR THE UPGRADE OF FCE PANKSHIN TO FEDERAL UNIVERSITY OF EDUCATION PASSES FIRST READING.
The Federal University of Education, Pankshin (establishment) Bill, 2020 sponsored by the member representing Pankshin/Kanke/Kanam Federal Constituency in the House of Representatives, Rt Hon Yusuf Gagdi has passed the first reading.
The Bill, which seeks to upgrade the Federal College of Education, Pankshin to a full university status had received overwhelming support of members of the House of Representatives, which made its passage to the next level of legislative enactment seemingly unhindered.
Rt Hon. Gagdi, who had his first higher education at FCE Pankshin expressed optimism that the college will assume full university status before the expiration of his tenure in 2023.
The lawmaker was confident that the Bill will see the light of the day, and with necessary follow ups, the institution would take off in its new status before 2023. This, he opined, is made even easier with the already existing facilities in the institution, and the fact that the institution already offers degree programs in affiliation with the University of Jos.
Another Bill of unimaginable importance to the security and well being of Nigerians sponsored by Gagdi, which also passed the first reading is the Nigerian Police Act (Repeal and Reenactment) Bill, 2020.
The Nigerian Police Act (Repeal and Reenactment) Bill, seeks to accommodate community policing as a panecea to the degenarating state of security in the country.
The new Police Act, when reenacted will further strengthen the capacity of the Police Force to contend internal security of Nigerians. Community Police Committee will be accommodated in the Act, while better steps at proper coordination of private security outfits are enshrined in the reenactment Bill.
Gagdi, who was the Chairman Plateau State House of Assembly Adhoc Committee on Peace and Security, whose findings and recommendations were largely responsible for the peace achieved in Plateau state in the larger part of the first tenure of the Lalong administration, had put to bare his expertise in Peace and Conflict studies, in which he earned a Masters Degree at the University of Jos.
As a PhD candidate in Security and Strategic Studies, Gagdi’s inputs in curbing the dwindling security fortunes of Nigeria can be better appreciated in the quality of legislations he churn out in that regard.
Other Bills sponsored by the lawmaker which have passed the first reading are the Nigerian Police Academy (Establishment) Bill, 2020 and the Chartered Institute of Finance and Control of Nigeria (establishment) Bill, 2020.
The Nigerian Police Academy (establishment) Bill seeks to give statutory backing to ths Nigerian Police Academy, Wudil which has been in operation for several years without statutory flavour.
These have brought to 11, the total number of Bills so far sponsored by Gagdi in his 8 months sojourn at the House of Representatives.
You will recall that one of his Bills, Nigerian Maritime Administration and Safety Agency (amendment) Bill had already been passed by the National Assembly, awaiting presidential assent.
