I welcome you all to the Police Staff College, Jos on the occasion of the inauguration of Tactical Leadership and Command Course 22/2024.
The course is designed for officers of the rank of Chief Superintendent of Police (CSP) drawn from various Commands and Formations across the country.

  1. TLCC curriculum has been formulated to develop your leadership skills, decision-making abilities, and tactical proficiency. We recognise that you operate in high-stress, dynamic, and potentially dangerous environments, hence the lectures are specifically tailored to optimise your efficiency. The course will equip you with the knowledge and skills needed to lead effectively in tactical situations, such as critical incidents, crisis response, and special operations subsumed into Professional, Liberal, and Legal studies.
  2. In line with the strategy of IGP Kayode Egbetokun’s synergy with sister agencies, you shall soon proceed to the Armed Forces and Command Staff College, Jaji, Kaduna. You will be there for a three-week training and interaction on Internal Security and Low Intensity Conflict Course code-named Operation “Haske Biyu”. Officers from the military and other sister agencies will also be attending the course. You are expected to take full advantage of the course to improve yourself, make friends and be a better tactical officer.
  3. You will also go on training tour to one of the states yet to be determined. The essence of the tour is to understand the dynamics of crime in that state and the strategies being adopted to tackle it. You will submit a report thereafter detailing your experience and lesson learnt.
  4. Equally, you will be taken on shooting range activities to improve your proficiency in safe handling of firearms. This is in line with the amended FO 237. It is our goal to have achieved the following at the end of the course:
i Enhanced Leadership Skills: Improve your skills and knowledge to become effective leaders in tactical and high-stress situations especially your team management skill which is for leading teams in challenging environments.
ii. Improved Decision-Making: Develop your critical thinking and decision-making abilities under pressure.
iii. Tactical Proficiency: The course enhances your tactical proficiency in firearms handling, tactical manoeuvres, crisis response, and other essential skills needed to handle dangerous and high-risk situations.
iv. Risk Mitigation: This includes understanding situational awareness, threat assessment, and the use of appropriate tactics to reduce risks and ensure the safety of all involved.
    v. Professional Development: The course will enhance your career opportunities, job performance, and overall effectiveness as a law enforcement leader.
  5. On your part, we demand that you participate actively in the course,
Conduct yourself in a professional manner at all times, both in and out of the classroom; demonstrate a strong commitment to learning and personal development throughout the course, actively listen, articulate your thoughts clearly, provide feedback constructively, and work collaboratively with others to achieve the common goals throughout the course.
  6. You are also expected to present a well – researched paper on contemporary security challenges starting with a group presentation and the individual end of the course project.
For the group presentation, you shall be divided into geopolitical zones to write on the security challenges facing the zone you are grouped into. So brace up for the task ahead.
  7. Gentlemen, Jos City is relatively peaceful for now, you are however warned to strictly adhere to the College rules and your Joining Instructions. Let your course officer know about your movements. The front gate opens from 0600hrs – 2200hrs while the back gate opens from 0600hrs to 2000hrs. You will ensure you return to the college before the gates are closed. Go through your handbook for the College Rules and Regulations and ensure you comply strictly to the rules to avoid being sanctioned.
  8. I want to thank the Inspector General of Police, IGP Kayode Egbetokun, Ph.D, NPM and his Management Team for giving the College the opportunity to run this Course.
  9. Finally, on behalf of the IGP, I hereby declare the Tactical Leadership and Command Course 22/2024 opened to the glory of God and the service of humanity.
Thank you for listening and God bless you all. Amen.
    Signed
    AIG Adebowale Williams, psc(+), fdc
