INVITATION TO BID

Plateau Rural Water and Sanitation Agency (PRUWASSA) invites bids to engage contractors for drilling and completion of 340 Handpump fitted Boreholes and 80 blocks of 3 Compartment Ventilated Improved Pit (VIP) in Communities and 40 Public Schools across Shendam and Riyom Local Government Areas of the State. Details on the terms of the contracts and services are contained in the bidding requirements outlined below:

A. TENDERING REQUIREMENTS
i. Evidence of Registration with the Corporate Affairs Commission (CAC)
ii. Current Tax Clearance Certificate
iii. Evidence of registration with the State Ministry of Water Resources and Energy as a contractor/supplier
iv. Company’s audited financial account (indicating turnover) and funding information over the past 3 years endorsed by a firm of chartered accountants
v. Evidence of financial capability from reputable Bank(s)
vi. Company’s profile, organogram and resume of relevant technical staff including individual attestation of availability, include copies of professional certificates with seal and endorsement

vii. Verifiable evidence of similar projects previously undertaken including letters of awards and Completion Certificate within the past three (3) years indicate the financial value of these similar projects
viii. Description and list of relevant equipment owned by contractor/supplier, include proof of ownership or lease or licenses over the equipment
ix. Any additional information that will enhance potential of the contractor/supplier

B. OBTAINING TENDER DOCUMENTS
Tender document are obtainable from Plateau Rural Water Supply and Sanitation Agency (PRUWASSA), Vom Road, Opposite N.O.A. Camp, Anguidi, Bukuru from 13th June 2016 on payment of non-refundable tender fee of Ten Thousand Naira (N10,000.00) only. The tender fee is to be paid by Zenith Bank Plc with Account No. 1011417900 (Sort Code: 057200026) per lot.

C. SUBMISSION OF TENDER
All duly completed documents must be submitted in the following prescribed manner

a. The tender Qualification/Requirements mandatory filled in ink will be sealed in an envelope and boldly marked technical Requirements for lot…. (being applied for) at the top most right hand corner of the envelope with the name and phone number of the company boldly written at the back of the envelope.
b. The priced bills of Quantity will be in an envelope and boldly marked Financial BOQ for LOT…… (being applied for)
c. The two (2) envelopes in mentioned in (a) and (b) above are sealed in a single large envelope and marked LOT NO…. and addressed to the General Manager, Plateau State Rural Water Supply and Sanitation Agency (PRUWASSA), opp, NDA Camp, Anguidi, Vom Road, Bukuru Plateau State closing date for submission of tender in 26th June, 2016.
d. The above listed requirements shall form part of the bid evaluation criteria.
e. The contract will be awarded to the least and responsive bidder.

f. Note that EU/UNICEF does not pay VAT or any type of tax
g. The factor that shall determine the winning bidder during evaluation shall be the total contract cost and presentation of all equivalent expressed in the submitted bids.

D. CLOSING/OPENING OF BIDS: Submission of tenders closes 28th June, 2016 at 12noon. Bids will be publicly opened at 1.00pm of the same day at the Hall of Plateau State PRUWASSA

E. DISCLAIMER AND CONCLUSION: Plateau State Water Supply and Sanitation Agency (PRUWASSA) shall:

a. Not be responsible for any costs/expenses incurred by any interested party(ies) in connection with any response to this invitation and/or the preparation or submission in response to any inquiry.
