Jos – The Member representing Langtang North Central in the Plateau State House of Assembly, Hon. Daniel Nanbol Listick has sponsored a motion calling on the PLHA to mandate the Plateau State Ministry of Women Affairs and other relevant agencies to address the abuse of the rights of Children living in orphanages in the State.
He said from general observation, Children living in some of these orphanages are denied basic rights ranging from the right to development and health, to the right to food and shelter, to the right to identity, family, education, leisure and participation in cultural activities. The concurrent denial of these ranges of rights: economic, social, cultural, civil, and political has detrimental and lasting effect on the children hence the need for Government to take positive action.
He called on the House to resolve to call on the Plateau State Government to direct the Ministry of Women Affairs and other relevant Agencies, to immediately ensure registration of orphanages that have not been captured in the data bank of the State Ministry; enforce the policy guideline for minimum condition and standard for Social Welfare Institutions; enforce the draft Minimum Standards on Operating Orphanages; enforce systematic screening of orphanage staff; carry out campaign that will help prevent these children from COVID-19 infection and close down orphanage(s) that failed to meet up with these requirements after three months of notice.
His motion reads;
NOTICE OF MOTION
Thursday July, 23, 2020
A CALL ON THE PLATEAU STATE GOVERNMENT TO DIRECT THE MINISITRY OF WOMEN AFFAIRS AND OTHER RELEVANT AGENCIES TO ADDRESS ABUSE OF CHILDREN RIGHT IN ORPHANAGES IN PLATEAU STATE
An orphanage is a residential institution, or group home, devoted to the care of orphans and other children who are separated from their biological families when the parents are deceased, suffering from either substance abuse or mental illness which becomes detrimental to the child(ren), or even as a result of crisis and other reasons too numerous to mention.
We have Government, Non-Governmental, Faith Based and Private Orphanages across the state providing support in children welfare, education, life-skills and other needs, though the general observation revealed that some of the orphanages are poorly managed and do not have the required facility(ies) to take care of the children. Children living in some of these orphanages are denied basic rights ranging from the right to development and health, to the right to food and shelter, to the right to identity, family, education, leisure and participation in cultural activities. The concurrent denial of these ranges of rights: economic, social, cultural, civil, and political has detrimental and lasting effect on the children hence the need for Government to take positive action.
Now therefore, I call on this House to resolve to call on the Plateau State Government to direct the Ministry of Women Affairs and other relevant Agencies, to immediately ensure registration of orphanages that have not been captured in the data bank of the State Ministry; enforce the policy guideline for minimum condition and standard for Social Welfare Institutions; enforce the draft Minimum Standards on Operating Orphanages; enforce systematic screening of orphanage staff; carry out campaign that will help prevent these children from COVID-19 infection and close down orphanage(s) that failed to meet up with these requirements after three months of notice.
I so move
Daniel, NANbol Listick
