Plateau Youth Coalition Uncovers Alleged Plot to Launch Anti-Security Campaign Against DSS, Others

….. Group alleges plans for world press conference to portray security operations as ‘genocidal’ against Fulani

The Coalition of Indigenous Youths in Plateau State has alleged that a group it described as the Fulani Terrorist Network is plotting to launch a counter-propaganda campaign against security agencies operating in the state.

According to the Coalition, intelligence it said was obtained from a credible source indicates that the alleged plotters are planning to stage a world press conference to portray the joint security operations of the Department of State Services (DSS), the Mobile Police Force and Operation Rainbow as genocidal against the Fulani.

The Coalition alleged that the planned campaign was designed to discredit the security agencies following what it described as successes recorded in efforts to dislodge terrorists and other criminal elements across Plateau State.

In a statement, the group said it had uncovered what it characterised as a well-planned attempt to undermine public confidence in the ongoing security operations.

The statement reads:

PRESS STATEMENT BY THE COALITION OF PLATEAU STATE INDIGENOUS YOUTH BODIES

DATED: 23RD OCTOBER, 2026

EXPOSED PLOT BY FULANI TERRORIST NETWORKS TO LAUNCH COUNTER-PROPAGANDA AGAINST THE DSS AND OTHER SECURITY AGENCIES IN PLATEAU STATE

Following our World Press Conference held at the Nigerian Union of Journalists (NUJ) Secretariat in Abuja on 21st October, 2026, where we exposed the activities of killer groups infamously known as terrorists, the Coalition has intercepted credible intelligence of a desperate plot by Fulani terrorist networks to launch an aggressive counter-propaganda campaign.

According to reliable sources, Fulani militants, terrorists and bandits are planning to stage a World Press Conference to falsely portray the joint operations of the Department of State Services (DSS), the Mobile Police Force, and Operation Rainbow as genocidal against the Fulani.

This is coming at a time when sustained operations have significantly degraded terrorist and bandit cells, leading to a reduction in attacks on villages and communities across Plateau State.
Our sources reveal that the propaganda machinery of these networks is currently mobilizing in Abuja, specifically targeting the DSS — an agency whose intelligence-led operations have degraded terrorist networks operating on the Plateau and its environs. Since these operations commenced, hamlets, villages and communities have expressed relief and commended the bravery and consistency of the security agencies.
As the vanguard of communities that have suffered sustained terror attacks, killings, displacements, kidnappings, destruction of farmlands, oppression and economic servitude, we urge our people not to be dismayed. We are also using this medium to alert the Nigerian Government, the International Community, and the general public to the frivolous and dangerous claims these enemies of the state intend to peddle:

1. FABRICATED ALLEGATION OF GENOCIDE AGAINST FULANI IN PLATEAU

Our sources indicate that after our last press conference exposed their spurious petition and their AI-generated videos and photos, ringleaders, sponsors, foot-soldiers and merchants of these networks have conspired to launch a global propaganda campaign to paint DSS operations as genocide against Fulani groups in Plateau State.
While every citizen or group has the right to freedom of expression, we view this as a calculated attempt to discredit a highly professional Service with a reputation built over 40 years on trust, accountability, transparency, bravery and dedication.
More dangerously, it is an attempt to flip the narrative of ethnic displacement and replacement currently ongoing across the Middle Belt, North-West and other parts of Nigeria. The facts on ground speak for themselves: In Katsina, Zamfara, Kebbi, Sokoto, Kano, Taraba, Adamawa, Kaduna, Plateau, Benue, Nasarawa, Kwara, Kogi, Ondo, Enugu and other states where Fulani militancy has become pervasive, the evidence is overwhelming — mass graves, burned and seized villages, hostage camps, confessional statements of arrested terrorists, viral threats on social media, harrowing accounts of kidnapped victims, and open brandishing of sophisticated firearms by armed groups.
It is worthy of note that the victims are not Fulani. They are Hausa, Maguzawa, Gobirawa, Tiv, Jukun, Kutep, Zuru, Basharawa, Berom, Mwaghavul, Irigwe, Ron, Afizere, Anaguta, Atten, Ngas, Ebira, Bache, Igala, Yoruba, Igbo, Bajju, Atyap, Koro, Mada, Eggon, Idoma and all other indigenous tribes of Nigeria. None of these tribes has ever been found planning aggression or traveling across LGAs and States to attack Fulani settlements, but the reverse has been the case.
Before the authorities, the general public and the International Community are misled by this poisonous propaganda, pertinent questions must be asked: Who then is the victim of genocide? Who has been orchestrating and benefitting from the mass atrocities unleashed across Nigeria?

2. FABRICATED ALLEGATION OF DRONE ACQUISITION AND SUPPLY TO INDIGENOUS COMMUNITIES

Our sources further reveal that these networks intend to allege that the DSS is purchasing and supplying drones to native communities to spy on Fulani herders during grazing.
In our view, this is the most self-indicting claim they could make. There are abundant public videos of herders grazing with lethal weapons and undeniable records of attacks and killings of both civilians and security operatives.
For them to include this unsubstantiated allegation in their planned press conference amounts to an open admission of violent organized crime and armed banditry, which the Federal High Court on 26th November, 2021 judicially pronounced as TERRORISM — not just against innocent people, but against the Nigerian State. These crimes fit perfectly into the definition of terrorism under the Terrorism (Prevention and Prohibition) Act, 2022.
We therefore call on the Nigerian Government and the world to be prepared to arrest and thoroughly investigate those behind this planned press conference and prosecute them in accordance with extant laws.
These pathological lies are designed to weaken the morale and legitimate powers of the DSS and other law enforcement agencies, particularly their use of aerial surveillance which is critical for troop safety, community safety and crime prevention.

3. FABRICATED ALLEGATION OF TRIBAL BIAS AGAINST THE PLATEAU STATE DIRECTOR OF DSS

The Coalition is duty-bound to expose another sinister element in the draft of their planned press conference — an attempt to portray the Plateau State Director of DSS, Mr. Paul Damian, as biased simply because he hails from a minority group in Northern Nigeria. They intend to accuse him of colluding against the Fulani because of his resolute stance in cracking down on insurgency and terrorist networks ravaging Plateau communities.
We ask: For over five years, the DSS has maintained a Forward Operating Base in Wase LGA — an area dominated by Fulani and Hausa — and its operations there, at great risk to officers and men, have greatly degraded bandit-terrorist cells and enhanced residents’ safety. Why did these groups not accuse the State Director of bias then? Why are they only crying foul now that intelligence-led operations are reaching Barkin Ladi, Bassa, Bokkos, Jos South, Mangu, Riyom and other areas long ravaged by the same terrorist networks?
OUR STANCE
The world has seen the propaganda machinery and war strategy adopted in the ongoing atrocities against indigenous communities and law-abiding citizens in Plateau State. The evidence is mounting, including confessional statements of arrested terrorists in Plateau and other states, and should not be dismissed by the Federal, State and Local Governments, the general public, or the International Community.
The propaganda being launched by these Fulani groups must never be accepted as truth without independent verification. We challenge anyone concerned about human rights and religious freedom to demand proof, not manipulation.
As the Coalition of Plateau State Indigenous Youth Bodies, we are ready and hereby call for an independent and impartial inquiry to ascertain the truth of our assertions.
This is something the Fulani groups have consistently failed to do, including as recently as January this year, when they gathered at the Miyetti Allah office in Barkin Ladi during a visit by the New York Times and could not provide a single piece of evidence to substantiate their claims.
We stand firmly with the DSS, Mobile Police and Operation Rainbow. We will not be distracted by propaganda, nor shall we retreat because of terror. Plateau is our heritage and must not be a SAFE HAVEN for terrorists and their cohorts.
