The Senior Staff Association of Universities Teaching Hospitals, Research Institutes and Allied Institutions, SSAUTHRIAI, Nigerian Institute of Mining and Geo-Sciences, Jos Branch has accused the Director/CEO of the Institute, Dr Umar Bamalli, of promoting “illegality” in the Institute.

The Association also faults the Director on the lopsided manner which staff are being engaged in the Institute without reflecting the principle of federal character adding the Institute’s Steering Committee should compel the Management to look into the issue.

In a communique issued at the end of the Association’s Congress, signed by Mrs Ogunsanya Ralph and Ogoh Chris, Chairman and Secretary respectively and made available to DAILYPOST, Wednesday, in Jos, the Union also accused the Director of enjoying “accelerated promotions when most of the staff have not been promoted since 2009.

The Union described as “unwarranted and provocative” the Management’s refusal to acknowledge two staff who came on transfer of service from the National Iron Ore Mining Company, Itakpe, Kogi state and called on relevant Ministry to check the Director’s high-handedness in the Institute.

The communique reads in part, “We frown at Management’s decision on the redeployment letters dated 23rd, June, 2015 issued to two experienced staff of the Institute who came on transfer of service from National Iron Ore Mining Company, Itakpe, Kogi state stating that their redeployment was directed by the Honourable Minister of Mines and Steel Development.

“These letters should be withdrawn as their redeployment is unwarranted, illegal and highly provocative and the contravention of extant Public Service Rules and Regulations.

“How can the management claim that the origin of the purported directives was from the Honourable Minister, when Ministers have not been appointed?

They pointed that the Director is yet to account for the sum of N32,888,326.00 million which was meant for promotional arrears with AIE NO : AOI-00002583 approved on the 31st, October, 2014 by the Office of the Accountant- General of the Federal and received on the 20th, March, 2015 but affected staff could not accessed as there was no promotion.

“It is disheartening that confirmation and promotion of staff have not been effected since inception of the Institute in 2009 leading to stagnation of career progression and development while the Director has enjoyed unusual and accelerated promotions.

“The Institute’s Management should address the issues of wrong and vindictive postings of our members without regard to their areas of specialization and professional competence as required by Public Service Rules.”

When the Director of the Institute, Dr Umar Bamalli, was contacted, he agreed to clarify the issues, but later through the Institute’s Public Relations Officer, Mr. Oscar Shola, who said, “I’m yet to get a directive from the Permanent Secretary of the Ministry to speak with you”.
