He holds a Bachelor of Medicine, Bachelor of Surgery (MBBS) from the University of Jos, is an alumnus of the Lagos Business School, and holds a Policy, Strategy, and Leadership certification from the prestigious National Institute for Policy and Strategic Studies (NIPSS), Kuru.


As a Consultant Cardiologist and a Fellow of the West African College of Physicians, Dr. Kumtap has spent nearly two decades saving lives, mentoring hundreds of medical professionals, and managing complex institutional budgets and resources. His capacity to navigate high-stakes environments was fully demonstrated during his tenure as Chief Resident of Internal Medicine at JUTH, where his exceptional emotional intelligence, conflict resolution skills, and risk mitigation strategies earned him widespread respect across the medical community.

At a time when the PKK Federal Constituency requires robust policies to tackle economic, healthcare, and infrastructural challenges, Dr. Kumtap offers a rare blend of crisis management expertise and policy acumen. Under his current leadership, JUTH’s Accidents and Emergency department has undergone strategic remodeling, driven by standard operating procedures and gap analyses designed to ensure seamless service delivery for thousands of patients.


Beyond clinical medicine, his advisory expertise has been sought after by corporate giants like the NASCO Group of Companies and the Plateau State Government. Notably, he served as a vital resource person facilitating management retreats for the Plateau State Contributory Health Care Management Agency (PLASCHEMA) and reviewing public service rules for the Plateau State Judicial Commission.

He has consistently weaponized his professional success to benefit the vulnerable, organizing and leading medical outreach teams to deliver free healthcare services directly to communities across Kanke, Pankshin, Langtang South, Shendam, Quanpan, and Jos.
His commitment to community preservation and development is further exemplified by his role as Chairman of the Central Planning Committee for the 2022 KWATPAS Annual Traditional Festival of Arts and Culture in Abwor Dyis, Pankshin. Demonstrating immense cross-sectoral lobbying capacity, Dr. Kumptap successfully led the advocacy team that secured the construction of solar-powered boreholes by the NASCO Group for the Abwor Dyis community, directly solving a critical water scarcity issue. Furthermore, his humanitarian footsteps extend to the media, where he has hosted weekly conversations on radio and digital platforms advocating for children with learning and intellectual disabilities.
