The local government election petition tribunal has fixed September 1, 2014 to continue the hearing of applications brought before it. The Chairperson of Plateau State Local Government Election Petition Tribunal, Justice Halima Nshi, said the all the counsels are expected to file their written addresses in the ongoing hearing of the petition of Chief Dan Dul of the Democratic Peoples Party against the Plateau State Independent Electoral Commission over last February election in the state.
At the tribunal on Thursday, Charles Dala was taken as the last witness for the Resident Electoral Commissioner of PLASIEC for Langtang North Local Government Area. During the cross-examination session by the counsel to the petitioner, Barrister Sunday Obende confirmed that Dala played no role in supervising the election in Jat ward. The witness also admitted that all he did during the election was to distribute election materials to all the wards and cannot confirm if same were distributed to all the polling units.
Dala further confirmed that since he did not play any role in respect of the collection of results in Jat ward, he cannot confirm the authenticity of Exhibit 15, which is the result PLASIEC presented for Jat Ward, adding that such was within the purview of the returning officers. But when the exhibit, which was the result sheet for the ward, was presented to him, Dala was able to confirm the scores of the chairmanship candidate of the All Progressives Congress and also identified the signature of the PLASIEC Chairman, Peter Dalyop. Still under cross examination, three witnesses agreed that every presiding officer is supposed to fill a form confirming the number of ballot papers and other electoral materials received so as to also determine those used. He further confirmed the total number of votes scored by all candidates for Jat Ward to be 892 as contained in Exhibit 14. Dala also said he has never seen the amended petition. He said the signature on the witness statement purported to be his was actually not his signature. The tribunal wondered who signed the document.
